Background and History

The Ministry of Jobs, Economic Development and Innovation manages government services that help support and maintain the strong and diverse economy that British Columbians need for long-term prosperity.

The Skills Connect for Immigrants Initiative is intended to facilitate the integration of recent immigrants into the work force. Under the program, immigrants can optionally register with a Service Provider to receive one or more of the following services:

  1. Career Planning and Assessment
  2. Skills Enhancement
  3. Workplace Orientation/Practice

The Problem

The Ministry was looking for a software solution to support the Skills Connect program.

Their challenges were:

  • Lack of a central repository for program related data
  • Cumbersome tracking process for contract performance and invoice reimbursement
  • Difficulty in compiling reports

Our Solution

Spot Solutions was engaged to design and develop a comprehensive tracking system and financial application that supports the government program to provide financial support for recent immigrants to obtain job related skills in the BC workplace. It tracks contract performance and creates invoices to reimburse the training organizations a percentage of their expenses and a proportionate administrative fee. This application is absolutely business critical to this government program and is maintained in a state of high availability to serve its daily users.

The Impact

The Ministry now has a comprehensive software solution to fully support the Skills Connect program.

Now they can:

  • Enter, display and print summary information about a client.
  • Track the client as they move through the BC Skills Connect  program.
  • Capture financial information about service costs associated with clients.
  • Produce reports that will assist the Ministry to evaluate the performance of the program.
